How to Get Around the error message: ERR_CONNECTION_REFUSED

If you're on the Chrome browser and trying to access youtube.com or some other google services e.g. drive, and receive this message:

ERR_CONNECTION_REFUSED

Then this is what you need to do:
1. Ctrl+Shift+Del. This brings up the delete history of browser and cookies menu. Delete everything since the beginning of time.
2. Reboot your PC.
3. Access youtube.com or whichever google service it is and it'll work.
